The Italians were finalizing the process of obtaining concessions for the construction of a port in Pristan, a railway to Virpazar, and navigation on Lake Skadar.<\/p><p>The agreement was preceded by extensive correspondence between the Prince's Government and the \"Italo-Montenegrin Society,\" which is preserved in the State Archives of Montenegro, part of which we present in this monograph. The \"Italo-Montenegrin Society\" changed its name to the \"Bar Society\" based on the proposal of the President of the Council of Ministers and Minister of Foreign Affairs, Lazar Miju\u0161kovi\u0107, which was presented at the session of the Montenegrin Government on December 8th , 1905.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-95ab543 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"95ab543\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">MARCH 1905.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-32a8572 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"32a8572\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>While negotiations between the Society and the Montenegrin Government were still ongoing, Prince Nikola decided to organize a ceremony in Bar and lay the foundation stone for the construction of the port. On that Thursday morning, March 10th , among those present at the ceremony were delegates of the Bar Society: Count P. Foscari, Volpi, Captain Coleti, and engineer A. Dre\u010dkovi\u0107.<\/p><p>Around 10 a.m, Prince Nikola arrived at the port aboard the yacht \u2018\u2019Rumija\u2019\u2019 and pushed into the sea a large, pre-prepared stone bearing his initials and the date. \u201cMay this endeavor be timely and bring fortune to the state and all the Montenegrin people,\u201d exclaimed the Prince, firmly believing that in the years and decades to come, the port would become Montenegro\u2019s window to the world. After the Prince lowered the large stone into the sea, a powerful blast of explosives\u2014set up for the occasion on Volujica\u2014echoed across the bay, followed by prolonged gunfire from Pristan. The Prince then proclaimed: \u201cThanks be to God and to the bravery of Montenegrin falcons! Long live my beloved Montenegrins! Glory to the fallen heroes who shed their precious blood in the conquest of Bar!\u201d<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9fa6895 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"9fa6895\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">JUNE 27th , 1906.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d7e7174 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"d7e7174\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Despite opposition from Austria, after lengthy negotiations in 1905, an agreement was finally reached on June 27th , 1906. On that date, a \u201cContract for the Construction and Operation of the Free Port of Bar, with an Additional Free Zone and a Railway from Pristan to Lake Skadar, as well as Navigation by Mechanical Means on Lake Skadar\u201d was signed between the Montenegrin Minister of Finance and Public Works, Andrija Radovi\u0107, on one side, and the President of the Bar Society, Roberto Paganini, along with his advisor Josip Volpi, on the other.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3afafb8 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"3afafb8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">YEAR 1908.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2977e93 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"2977e93\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The design for the port and \u2018\u2019Novi Bar\u2019\u2019, whose construction began in 1908, was developed by the renowned maritime engineer Koen Kalja. According to his ambitious plans, the port\u2014designed to handle three million tons of cargo\u2014was to be protected from the west and north by breakwaters, leaving a 150-meter-wide opening between them. A pier for passenger transport was to be built at the site of the old dock, and on the eastern side, a wide quay approximately one hundred meters in width was planned. The port was to be connected by road to Bar (Pristan). The establishment of railway traffic from the port, i.e., Pristan, to Virpazar was awaited until September 13th , 1908, when locomotives made a trial run. The railway line was officially opened for public use on November 2nd  of the same year.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2837a6f de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"2837a6f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">OCTOBER 23 th , 1909.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0aa551a de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"0aa551a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Despite the numerous obligations arising from the agreement, in the span of three years, the Bar Society had only managed to construct the breakwater, alongside which steamships and other vessels could dock and unload their cargo using their own equipment. Once the breakwater was completed, everything was ready for the ceremonial handover of the port to the Bar Society. The ceremony took place on October 23 th, 1909, when the tensioned ribbon was symbolically cut by the bow of the steamship Galipoli, which entered the port that morning and was the first to moor at the breakwater.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5d7db25 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-image\" data-id=\"5d7db25\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" width=\"850\" height=\"500\" src=\"https:\/\/lukabar.me\/wp-content\/uploads\/2024\/08\/47.jpg\" class=\"attachment-large size-large wp-image-17002\" alt=\"\" srcset=\"https:\/\/lukabar.me\/wp-content\/uploads\/2024\/08\/47.jpg 850w, https:\/\/lukabar.me\/wp-content\/uploads\/2024\/08\/47-300x176.jpg 300w, https:\/\/lukabar.me\/wp-content\/uploads\/2024\/08\/47-768x452.jpg 768w\" sizes=\"(max-width: 850px) 100vw, 850px\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c67fe44 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"c67fe44\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">YEAR 1914.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-27586e7 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"27586e7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>When Austria-Hungary attacked Serbia in July 1914, Montenegro declared war on Austria-Hungary on August 6th , 1914, thus siding with Serbia, although it was unprepared for war. The Montenegrin army mobilized the steamships of the Bar Society\u2014Balkan and Licheni, the yacht \u2018\u2019Galeb\u2019\u2019, the steam launches \u2018\u2019Pjesnik\u2019\u2019 and \u2018\u2019Vila\u2019\u2019 (operating on Lake Skadar), as well as the yacht \u2018\u2019Rumija\u2019\u2019 and several sailboats from Ulcinj. Initially, these vessels transported troops, food, ammunition, and war materials from Bar. After the siege of the port of Bar, transport operations were shifted to Medova (Sh\u00ebngjin) and Dra\u010d (Durr\u00ebs).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0ce28b6 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"0ce28b6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">YEAR 1924.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-72b131d de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"72b131d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>After World War I, the port of Bar remained on the periphery of economic and trade routes. \u2018\u2019Dubrova\u010dka plovidba\u2019\u2019, which in 1922 had operated maritime traffic on the Dubrovnik \u2013 Kotor \u2013 Bar route, ceased to service Bar as it could not reach an agreement with the government regarding the additional costs for maintaining the line. Even the state steamship \u2018\u2019Marljivi\u2019\u2019, which had previously made weekly trips to transport mail and military supplies from Kotor to Bar during favorable sea conditions, no longer came, leaving Bar without this vital connection. The use of the port was further limited by the slow and inefficient railway, as commercial goods could only be transported with a formal request, requiring approval from the Bar Society's Traffic Department to assign a wagon for transport.<\/p><p>The Bar Society charged high fees for docking ships at the port, which caused traders to avoid Bar, opting instead to build their businesses at other ports. The administration of the Bar Society was large, but through the company, many skilled workers in various trades were trained, and after World War II, these individuals became the backbone of the skilled workforce involved in the reconstruction, construction, and development of Bar\u2019s economy.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-07b67da de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"07b67da\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">YEAR 1926.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5bff197 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"5bff197\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>In 1926, Bar Shipping was established at the port, starting operations with founding capital of 2,000,000 dinars and two old vessels, \u2018\u2019Primorac\u2019\u2019 and \u2018\u2019Galeb\u2019\u2019. Despite limited resources, from 1931. onwards, the company began operating trade along the Adriatic coast, with Bar port as its home base.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-64af8c0 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"64af8c0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">YEAR 1941.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d3c3ef8 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"d3c3ef8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>On April 16th , 1941, the \"Messina\" Division entered Bar and established border zones in Bar and Virpazar, with a financial station in Mi\u0161i\u0107i. During the Italian occupation, the port of Bar became the central hub for traffic in the southern Adriatic. Through this port, materials (mainly timber, cement, etc.) were transported from Italy to Albania, and the route to Shkodra was so burdened that it could not withstand the load. With the fall of Italy in the summer of 1943, the port of Bar lost its importance. During World War II, the port did not hold significant strategic value.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d8d2adb de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d8d2adb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">YEAR 1943.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0906674 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"0906674\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>In the spring of 1944, as they were leaving the city, the Germans mined the small dock, approximately 300 meters long, known as the \u201cOld Port,\u201d rendering it unusable for the reception and dispatch of ships. After the end of World War II, the reconstruction and development of the port began. According to this program, the port of Bar was to be structured as follows: \"An operational quay would be built along the Volujica hill, with a small repair shipyard at its end, as is typical for major ports. The cargo station would have two docks. Further from these, towards the 'Rumija' hotel, there would be a passenger port. The port would be protected from western winds by a large breakwater, approximately one and a half kilometers long, and the passenger port would serve as a breakwater against northern winds. Since the Rikavac stream flows near the coast, to avoid obstructing the construction of the port, it would be diverted through a tunnel under the Volujica hill into the sea. The port's capacity was planned to handle 1.5 million net tons of cargo annually. If the traffic exceeded this, the program foresaw the extension of both docks and an increase in capacity to 2 million tons, without relocating the port to the north.\"<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-311fc81 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"311fc81\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">YEAR 1954.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8d60703 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"8d60703\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>On April 16th , 1954, the Federal Government decided to establish the company Luka Bar, and by June, the investment program for the realization of the first phase was approved. That year, 32,000 tons of cargo, primarily cement, were handled through the old quay.<\/p><p>In mid-1954, after the first tender, the offer from the Maritime Construction Company was accepted. However, two years later, the volume of work and the intense pace forced the Bar company to subcontract the work to Pomgrad from Split, which proved to be the right decision. This led to a round-the-clock battle between the builders and nature. The workers had to manage Volujica, tame the sea, and skillfully avoid its whims. Where muscles couldn't do the job, machines roared. The new port began to emerge from the sea, with outlines that once again represented power, prestige, and dominance. In just seven years, the builders from Pomgrad had embedded more than 1 million cubic meters of stone into the port, spending four billion dinars. In addition to the stone, 30,000 cubic meters of concrete and 750,000 cubic meters of port excavation were used.<\/p><p>Alongside the construction of the port, cargo handling continued at the restored quay at the root of the main breakwater along Volujica, where an old operational quay had existed since 1909, stretching 290 meters. At the same time, it was used for passenger traffic until 1959. During this time, all cargo handling was done manually, regardless of the type or weight of the cargo. Just five days later, on Republic Day, the Bar\u2013Titograd railway was officially inaugurated. Ships began arriving from all parts of the world, with more than ten ships moored at the port at any given time, and twice as many waiting at anchor offshore.<\/p><p>On <strong>June 15th, 1965.<\/strong> a regular passenger line was established between Bar and Bari. The ferry \u2018\u2019Sveti Stefan\u2019\u2019 was the first to transport passengers on the maritime route between Bar and Bari. In the same year, with the completion of work on the second dock, the first phase of the port's construction was finished. The port was equipped to handle an annual cargo turnover of 1.2 million tons. In 1965, a total of 211,012 tons were handled, representing 53% of the total cargo turnover in all Yugoslav ports. It was a time when Bar's royal port dominated the Adriatic.<\/p><p>The first phase of construction included the main and secondary breakwaters, with a total length of 1,800 meters, the second dock with a 1-kilometer quay, a useful depth of 10 meters, and six ship mooring spots, along with vertical and horizontal mechanization. A quay for bulk cargo was built at Volujica, stretching 320 meters with a depth of 14 meters, along with a petroleum berth for ocean-going vessels. A free customs zone was also established, along with a passenger quay and a quay for larger boats, totaling 435 meters in length with a depth of 4 to 6 meters. Simultaneously, part of the first dock was filled, warehouses covering 23,000 square meters were closed, a cold storage facility with a capacity of 2,500 tons was built, and silos for cement, bauxite, and caustic soda were installed, along with tanks for liquid fuels. By February, five years later, 250 port-related families, totaling around 1,000 residents, were relocated into 229 apartments built by the port. In this phase, in addition to the existing capacities, a southern quay of Pier 1 was constructed on driven steel piles, measuring 360 meters in length, 20 meters in width, and 12 meters in depth. This quay included a container terminal with a 40-ton capacity, capable of handling ships with a capacity of 500-600 containers. After dredging, the Volujica quay was extended to 400 meters and could accommodate ships of up to 80,000 tons in capacity. Additionally, a new berth was constructed at the passenger quay, extending it to 114 meters, allowing it to handle both general cargo and operate as a RO-RO terminal. A petroleum berth was added at the main breakwater for liquid cargo, with a pier extension at the Volujica quay for liquid cargo, where ships of up to 20,000 DWT could dock.\nThe RO-RO quay, 20 meters long, was completed for ships with a draft of up to 8 meters, situated at the junction of the Volujica and Pier 1 quays. The harbor basin was dredged, removing approximately 250,000 cubic meters of material. A total of 47,000 square meters of warehouse space were closed off, along with specialized warehouses behind the Volujica quay. Infrastructure was completed, including over 8.5 kilometers of rail track, roadways, and storage and handling areas. A workers' hotel with 240 beds was also built, and the free customs zone was expanded. The port was capable of handling nearly 5 million tons of cargo annually, with 1,270,000 tons of cargo processed the previous year. Work also began on the construction of silos for grain with a capacity of 30,000 tons and tanks for edible oils with a capacity of 20,000 tons.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6afdf93 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"6afdf93\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">APRIL,  15th 1979.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-98ca3d6 de_scroll_animation_no exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"98ca3d6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>On the morning of April 15th , 1979, a powerful tremor from the interior of the country signaled the impending disaster. The catastrophic earthquake severely damaged the capacities of the first phase of the port, which had been constructed using traditional methods with blocks. The quays at Pier 1 and Pier 5, as well as the old quay below Volujica, were almost completely destroyed. Due to structural failures, the main and secondary breakwaters were severely damaged, and a total of 15 shore cranes were disabled, one of which was completely destroyed. From record-breaking daily and monthly cargo throughput to the unprecedented idleness of the port's facilities, it was a year of sharp contrasts. In April, the port achieved a record monthly cargo throughput of 325,003 tons. However, in the second half of the year, due to United Nations sanctions against the Federal Republic of Yugoslavia (SRJ), the port\u2019s operations were severely impacted. cilj imalo da se saradnja dvije susjedne prekomorske dr\u017eave izdigne na vi\u0161i nivo. Italijani su privodili kraju poslove na dobijanju koncesija za izgradnju luke na Pristanu, \u017eeljeznice do Virpazara i plovidbe na Skadarskom jezeru. Sporazumu je prethodila bogata prepiska izme\u0111u knja\u017eeve Vlade i \u201eItalo-crnogorskog dru\u0161tva\u201c koja je sa\u010duvana u Dr\u017eavnom arhivu Crne Gore, a \u010diji dio prenosimo u ovoj monografiji. \u201eItalo crnogorsko dru\u0161tvo\u201c promijenilo je ime u \u201eBarsko dru\u0161tvo\u201c na osovu predloga predsjednika Ministarskog savjeta i ministra inostranih djela Lazara Miju\u0161kovi\u0107a koji je iznijet na sjednici crnogorske Vlade 8. decembra 1905. godine). MART 1905. GODINE Jo\u0161 dok su trajali pregovori izme\u0111u Dru\u0161tva i crnogorske Vlade, knjaz Nikola je odlu\u010dio da uprili\u010di sve\u010danost u Baru i polo\u017ei kamen temeljac za izgradnju luke. Tog \u010detvrtka, 10. marta ujutro, sve\u010danosti su, pored ostalih, prisustvovali i delegati Barskog dru\u0161tva konte P. Foskari, Volpi, kapetan Coleti i in\u017eenjer A. Dre\u010dkovi\u0107. Oko 10 sati knjaz Nikola je stigav\u0161i u luku, sa krme jahte \u201eRumija\u201c, unaprijed pripremljen veliki kamen sa svojim inicijalima i datumom, gurnuo u more. \u201eNeka ovaj rad bude u dobar \u010das, sre\u0107an za dr\u017eavu i sav narod crnogorski\u201c uskliknuo je tada knjaz, nepokolebljivo vjeruju\u0107i da \u0107e godinama i decenijama kasnije luka postati crnogorsko okno u svijet. Po\u0161to je knjaz spustio veliki kamen u more, nastao je veliki pucanj laguma, ude\u0161enih za taj momenat u Volujici i dugotrajne gruvanje s Pristana. Knjaz je potom klicao: \u201eHvala Bogu i juna\u0161tvu crnogorskih sokolova! \u017divjeli moji mili Crnogorci! Slava poginulim junacima, koji su prolili svoju dragocjenu krv pri osvajanju Bara!\u201c. 27. JUN 1906. GODINE Uprkos protivljenju Austrije, poslije du\u017eih pregovora 1905. godine do\u0161lo je do sporazuma kada je 27. juna 1906. izme\u0111u crnogorskog ministra finansija i gra\u0111evina Andrije Radovi\u0107a sa jedne i predsjednika Barskog dru\u0161tva Roberta Paganinija i njegovog savjetnika Josipa Volpija sa druge strane zaklju\u010den \u201eUgovor o gradnji i eksploataciji slobodnog barskog pristani\u0161ta sa dodatnom slobodnom zonom i \u017eeljeznicom od Pristana do Skadarskog jezera, kao i plovidbi mehani\u010dkim sredstvima po Skadarskom jezeru\u201c. 1908. GODINA Projekat luke i Novog Bara \u010dija je izgradnja zapo\u010dela 1908. godine uradio je znameniti pomorski projektant Koen Kalja. Prema njegovim ambicioznim zamislima, luka kapaciteta tri miliona tona robe, trebalo je da bude za\u0161ti\u0107ena sa zapada i sjevera lukobranima, izme\u0111u kojih bi ostao otvor od oko 150 metara, na mjestu stare lu\u010dice trebalo je da bude gat za putni\u010dki saobra\u0107aj, a sa isto\u010dne strane \u0161iroki gat \u0161irine stotinjak metara. Pristani\u0161te je trebalo da bude kolskim putem povezano sa Barom \u2013 Pristanom. Na uspostavljanje \u017eeljezni\u010dkog saobra\u0107aja od Luke, odnosno Pristana, do Virpazara, \u010dekalo se do 13. septembra 1908. godine, kada su lokomotive krenule na probni put, da bi zvani\u010dno pruga bila predata saobra\u0107aju 2. novembra. 23. OKTOBAR 1909. GODINE Uprkos brojnim obavezama koje su proizilazile iz sporazuma, Barsko dru\u0161tvo je za tri godine izgradilo samo lukobran uz koji su mogli da pristanu parobrodi i drugi brodovi i da izvr\u0161e pretovar tereta sopstvenim sredstvima. Nakon \u0161to je izgra\u0111en lukobran, sve je bilo spremno za sve\u010dano ustupanje luke Barskom dru\u0161tvu. Sve\u010danost je odr\u017eana 23. oktobra 1909. godine a nategnutu vrpcu, pramcem je prekinuo parobrod \u201eGalipoli\u201c, koji je tog jutra uplovio u luku, prvi se privezav\u0161i za lukobran. 1914. GODINA Kada je Autro-Ugarska u julu 1914. napala Srbiju, Crna Gora je 6. avgusta 1914. objavila rat Austro-Ugarskoj I tako stala na stranu Srbije, iako nije bila spremna za rat. Crnogorska vojska je mobilisala parobrode \u201cBarskog dru\u0161tva\u201d \u2013 \u201cBalkan\u201d I \u201cLicheni\u201d, jahtu \u201cGaleb\u201d I parne \u010damce \u201cPjesnik\u201d i \u201cVila\u201d \u2013 plovne objekte na Skadarskom jezeru, te jahtu \u201cRumija\u201d I nekoliko ulcinjskih jedrenjaka. Ovi su brodovi najprije iz Bara prevozili vojsku, hranu, municiju i ratni material, a nakon opsade barske luke prevoz je vr\u0161en iz Medove i Dra\u010da. 1924. GODINA Nakon Prvog Svjetskog rata, barska luka je ostala u zape\u0107ku privredno-trgova\u010dkih puteva. \u201cDubrova\u010dka plovidba\u201d koja je 1922. Godine dr\u017eala pomorski saobra\u0107aj na liniji Dubrovnik \u2013 Kotor \u2013 Bar, prestala je i\u0107i do Bara, jer se nije mogla nagoditi sa dr\u017eavom oko posebnih tro\u0161kova za odr\u017eavanje linije. I dr\u017eavni parobrod \u201cMarljivi\u201d koji je jednom nedjeljeno preonosi po\u0161tu i vojni\u010dke potrebe od Kotora do Bara \u201cza vrijeme fortune u moru\u201d nije dolazio, pa je Bar bio i bez ove sedmi\u010dne veze. Upotrebu luke ograni\u010davala je I spora I neefikasna \u017eeljeznica, jer se trgova\u010dka roba mogla transportovati jedino slu\u017ebenim zahtjevom, kad Odjel saobra\u0107aja \u201cBarskog dru\u0161tva\u201d odobri vagon za prevoz robe. \u201cBarsko dru\u0161tvo\u201d je napla\u0107ivalo skupe takes za pristajanje la\u0111a u pristani\u0161tu, zbog \u010dega su oni koji su se bavili trgovinom izbjegavali Bar, usmjeravaju\u0107i se za podizanje svojih zgrada na druga pristani\u0161ta. Administracija \u201cBarskog dru\u0161tva\u201d bila je veoma brojna, me\u0111utim, kroz preduze\u0107e se \u0161kolovao znatan broj majstora razli\u010ditih struka, koji su kasnije, poslije Drugog svjetskog rata, predstavljali okosnicu stru\u010dne radne snage u obnovi, izgradnji i razvoju barske privrede. 1926. GODINA Na pristanu je 1926. godine osnovana \u201cBarska plovidba\u201d koja je otpo\u010dela rad sa osniva\u010dkim kapitalom od 2.000.000 dinara i uz dva stara broad, \u201cPrimorac\u201d i \u201cGaleb\u201d. Plovidba je i pored ograni\u010denih mogu\u0107nosti od od 1931. godine obavljala promet du\u017e obale Jadrana, sa barskom lukom kao mati\u010dnom. 1941. GODINA Divizija \u201cMessina\u201d u\u0161la je u Bar 16. aprila 1941. i uspostavila granizone u Baru i Virpazaru, a finansijsku stanicu u Mi\u0161i\u0107ima. Tokom italijanske okupacije, barska luka je bila centralna \u017eila-kucavica prometa na ju\u017enom Jadranu. Preko nje je vr\u0161en transport materijala (mahom drvena gra\u0111a,cement\u2026) iz Italije u Albaniju, a put prema Skadru je bio optere\u0107en toliko da nije mogao da izdr\u017ei teret. Padom Italije ljeta 1943. barska luka je izgubila va\u017enost. Barska luka u Drugom svjetskom ratu nije imaal ve\u0107i strategijski zna\u010daj. 1943. GODINA Odlaze\u0107i iz grada, u prolje\u0107e 1944. godine, Njemci su minirali malo pristani\u0161te du\u017eine 300 metara, tzv. \u201cStari porat\u201d i onesposobili ga za prihvat i otpremu brodova. Po zavr\u0161etku Drugog svjetskog rata po\u010dinje obnova i izgradnja Luke. Definitivnim odre\u0111ivanjem trase pruge od Beograda do Bara 1950. godine odre\u0111en je i budu\u0107i razvoj Bara i barske luke. 1952.
