However, when we saw that, in addition to a huge amount of money, this would also require planning on the coast itself and positioning the cranes on some new rail systems, we decided to reorient ourselves to mobile port cranes, which are much more efficient when it comes to handling, and also cheaper. For some 10.5 million, which would be the cost of two mobile port cranes equivalent to the ones we have now, we would repaired all the damage\", said Ilija Pje\u0161\u010di\u0107, director of the Port of Bar.<\/p><p>The damage will be remedied with financial assistance from the state, as well as World Bank funds.<\/p><p>\"The government, the well-known working team that has been created, will propose that the budget for 2025 includes covering the costs of acquiring one crane, whether through just providing guarantees for taking a loan, or perhaps through repayment of the entire loan, we will see. And the plan is to procure the second one by subleasing the funds available to us from the World Bank for sustainable and efficient transport through Montenegro,\" said Pje\u0161\u010di\u0107.<br \/><br \/>ODT Bar hired experts who assess whether someone is responsible for material damage and what the amount is.<\/p><p>\"I have information that the expert has completed the expert examination and submitted the report to the ODT. We asked the ODT, as an interested party and because of insurance and everything else, and because of the third parties who were damaged, there are a couple of damaged Monte Cargo wagons and some containers from the freight forwarder, to get a report and they refused us,\" he said.<\/p><p>An assessment of material damage is awaited, and Pje\u0161\u010di\u0107 says they have no information about possible liability.<\/p><p>\"We provided all the information that the experts asked for, and three months have already passed since then, we don't have any information,\" said director Luka.<\/p><p>And whether on July 2, 2024, the Port Authority of Bar, which receives weather information from the Institute for Hydrometeorology and Seismology of Montenegro, announced possible natural disasters and hurricane-like winds, we asked the director of Port of Bar.<\/p><p>\"That day, the announcement was a yellow weather alert, with winds of about 40 km per hour and moderate rainfall, and the Port operates completely regularly in such situations. No one could have imagined that it would come to what it did,\" he said.<\/p><p>In the first half of the year, the Port of Bar made a profit of around 700 thousand euros, and the transshipment was higher than in the comparative period of 2023. Despite its smaller capacity, it is managing to fulfill all its obligations for the time being, Pje\u0161\u010di\u0107 points out.<\/p><p>\"We are finishing regularly, we don't have any, shall we say, extraordinary losses on that side, everything is fine,\" he says.<\/p><p>On the northern coast of the Adriatic Sea, the Port of Bar has a lot of competition. Our largest port has long been preceded by the ports of Rijeka, Koper and Plo\u010de. Neighboring Albania is also investing heavily in a new commercial port near Durres.<\/p><p>\"Now imagine that next to the port, at least 80 km from here, a port worth a billion euros is emerging,\" he says.<\/p><p>Montenegro must invest significant funds in port, railway and road infrastructure as soon as possible, otherwise, the Port of Bar has no chance of competing with the competition in its immediate surroundings in the long term, believes Pje\u0161\u010di\u0107.<\/p><p>\"You have a two-hour drive between Bijelo Polje and Podgorica, where only one train can go due to transformers and restrictions, because someone didn't remember to invest 3-4 million euros for a new transformer, so that two trains could draw stable power, so that they could move. We need investment, significant investment in the railway, we also need investment in the Port. I'm afraid that we have another decade left, if we don't use it wisely, we will have to think about repurposing the port, and that's a real shame because it has enormous potential,\" said Pje\u0161\u010di\u0107.<\/p><p>Ilija Pje\u0161\u010di\u0107 says that the prerequisite for valorizing all the potentials of the Port of Bar and attracting cargo from surrounding countries, in addition to investing in infrastructure, is to return the former container terminals to state ownership. Dva dana nakon \u0161to je 2.jula oluja sa vjetrovima brzine i preko 200 km\/h pogodila najve\u0107u crnogorsku trgova\u010dku luku i sru\u0161ila tri pretovarna mosta i utovarni toranj za \u017eitarice Vlada je dala okvirnu procjenu da je materijalna \u0161teta oko 35 miliona eura. \u201cProcjena 35 miliona je uzeta zbog uzimanja novih, istih dizalica. Me\u0111utim, kada smo vidjeli da bi to osim ogromnog iznosa novca iziskivalo i planiranje na samoj obali i pozicioniranje dizalica na nekim novim \u0161inskim sistemima, odlu\u010dili smo da se ipak preorjenti\u0161emo na mobilne lu\u010dke dizalice koje su mnogo zahvalnije kada je rije\u010d o pretovaru, a i jeftinije. Za nekih 10,5 miliona koliko bi ko\u0161tale dvije mobilne lu\u010dke dizalice ekvivalentne onima koje sada imamo, mi bi sanirali \u010ditavu \u0161tetu\u201d, kazao je direktor Luke Bar Ilija Pje\u0161\u010di\u0107. \u0160teta \u0107e biti sanirana uz finansijsku pomo\u0107 dr\u017eave, kao i sredstava Svjetske banke. \u201cVlada, oko samupoznati radni tim koji je kreiran \u0107e da predlo\u017ei da se u bud\u017eetu za 2025. godinu uvrsti i pokrivanje tro\u0161kova nabavke jedne dizalice, da li kroz samo davanje garancija na uzimanje kredita, ili mo\u017eda i kroz otplatu cijelog kredita, vidje\u0107emo. A plan je da druga se nabavi prenajmenom sredstava koje su nam na raspolaganju strane Svjetske banke za odr\u017eiv i saobra\u0107ani transport kroz Crnu Goru\u201d, kazao je Pje\u0161\u010di\u0107. ODT Bar anga\u017eovalo je vje\u0161take koji procjenjuju da li je neko odgovoran za materijalnu \u0161tetu i koliki je iznos. \u201cImam informacije da je vje\u0161tak zavr\u0161io vje\u0161ta\u010denje i predao izvje\u0161taj ODT-u. Mi smo pitali ODT da kao zainteresovana strana i zbog osiguranja i svega ostalog, i zbog tre\u0107ih lica koja su o\u0161te\u0107ena, tu ima par o\u0161te\u0107enih vagona Monte Carga i neki konteneri od \u0161peditera, da dobijemo izvje\u0161taj i odbili su nas\u201d, kazao je on. \u010ceka se procjena materijalne \u0161tete, a Pje\u0161\u010di\u0107 ka\u017ee da nemaju informacije ni o eventualnoj odgovornosti. \u201cPru\u017eili smo sve informacije koje su nam vje\u0161taci tra\u017eili i od tad je ve\u0107 pro\u0161lo tri mjeseca, nemamo nikakve informacije\u201d, istakao je direktor Luke. A da li je 2.jula 2024.godine, Lu\u010dka kapetanija Bar, koja podatke o vremenu dobija od Zavoda za hidrometeorologiju i seizmologiju Crne Gore, najavila mogu\u0107e elementarne nepogode, i orkanski vjetar, pitali smo direktora Luke Bar. \u201cTaj dan je najava bila \u017eutog meteo alarma, gdje je nekih vjetar nekih 40 km na \u010das, padavine umjerenog intenziteta, a Luka u takvim situacijama u potpunosti regularno radi. Niko nije mogao da prepostavi da \u0107e do\u0107i do ovoga \u0161to je do\u0161lo\u201d, rekao je on. Luka Bar ostvarila je u prvih pola godine dobit oko700 hiljada eura, a ve\u0107i je i pretovar nego u uporednom periodu 2023.godine. Uprkos manjim kapacitetima za sada uspijeva da ispuni sve preuzete obaveze, isti\u010de Pje\u0161\u010di\u0107. \u201cMi regularno zavr\u0161avamo, nemamo nikakvih, da ka\u017eem, izvanrednih gubitaka na tu stranu, sve je u redu\u201d, ka\u017ee on. Na sjevernoj obali Jadranskog mora Luka Bar ima veliku konkurenciju. Ispred na\u0161e najve\u0107e luke, odavno su luke Rijeka, Kopar i Plo\u010de. I susjedna Albanija ula\u017ee ogromna sredstva u novu trgova\u010dku luku u blizini Dra\u010da. \u201cE sad zamislite da pored luke bar 80 km odavde ni\u010de luka koja vrijedi milijarda eura\u201d, ka\u017ee on. . Crna Gora mora \u0161to skorije ulo\u017eiti zna\u010dajna sredstva u lu\u010dku, \u017eeljezni\u010dku i putnu infrastrukturu, ina\u010de, Luka Bar dugoro\u010dno nema nikakve \u0161anse da se izbori sa konkurencijom u najbli\u017eem okru\u017eenju, smatra Pje\u0161\u010di\u0107. \u201cImate dva sata vo\u017enje izme\u0111u Bijelog Polja i Podgorica, gdje mo\u017ee da ide samo jedan voz zbog trafoa i ograni\u010denja, jer neko nije si sjetio da ulo\u017ei 3-4 miliona eura zbog novog trafoa, da bi mogla dva voza da crpe stabilno napajanje, da bi mogla se kre\u0107u. Treba ulaganje, zna\u010dajno ulaganje u prugu, treba ulaganje i u Luku. Bojim se da nam je ostala jo\u0161 jedna decenija, ako je ne iskoristimo na pametan na\u010din, morat \u0107emo da razmi\u0161ljamo o prenamjeni luke, a to je stvarno \u0161teta jer je ogroman potencijal\u201d, kazao je Pje\u0161\u010di\u0107. Preduslov da se valorizuju svi potencijali Luke Bar i privu\u010de teret iz dr\u017eava okru\u017eenja, uz investiranje u infrastrukturu je i vra\u0107anje u dr\u017eavno vlasni\u0161tvo biv\u0161ih Kontejnerskih terminala, ka\u017ee Ilija Pje\u0161\u010di\u0107. Mi\u0161ljenja je da bi tada, u kratkom roku, jedinstvena Luka Bar mogla da uve\u0107a \u010detiri puta godi\u0161nji prihod.
